Retail cannabis in Manitoba.
Manitoba has a hybrid public/private model for non-medical legal cannabis.
Licensed private retailers, selected through competitive request for proposal bidding processes, will operate all cannabis retail locations in Manitoba, selling cannabis supplied by Manitoba Liquor and Lotteries (MBLL). The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) will regulate Manitoba’s cannabis industry. This will include licensing cannabis retail stores and distributors, while ensuring licensees comply with all regulatory requirements through regular inspections and audits.
Other important retail cannabis considerations include:
- Cannabis and alcohol will not be sold alongside each other in Manitoba.
- Retail locations will be located across Manitoba, including First Nations communities.
- The Manitoba government has set a goal that within two years, 90 per cent of Manitobans should be able to access legal cannabis within a 30-minute drive or less.
There are a limited number of licensed non-medical cannabis retailers in Manitoba. Be sure to buy your product from an authorized seller of legally produced and tested cannabis.

Edible Products
Edible cannabis products are eligible for legal sale in Canada effective October 17, 2019, however there are federal requirements that need to be met before new cannabis products can be introduced into the retail market. As a result, Health Canada advises that edibles will not be available in retail locations until mid-December.
Manitoba's licensed private retailers are the only organizations in Manitoba permitted to sell edible and topical-use products containing cannabis and its by-products (e.g.: TBC and/or CBD)
